Risk Assessment Act is a fundamental and most important document in the field of safety and health at work. Law of BZR in the Article 13 predicted a responsibility on all employers to "make a written Act of risk assessment for all professions in the working environment and identify ways and measures for their elimination." Enactment of this Act considers a total state of working conditions in every workplace and working environment, establish policies and priorities for the improvement of working conditions, and reduce all risks to a minimum.

Risk Assessment Act, as the basic document in the process of defining the risks and measures for their elimination is based on determining the kinds of hazards and potential hazards in all workplaces in the working environment, according to the list of dangers and hazards given in the Regulations on the manner and process of risk assessment, Manual for the risk assessment of the European Agency for Safety and Health at Work, and the EU check lists for each individual profession.
